I highly recommend taking a look at the article "Survivor:The Library Edition" by Susan Carol Curzon in the April 1st, 2009 Library Journal (p.22) The dean of the University Library at California State University offers some sage advise for managing budget cutbacks.
My favorite quote "Outreach is often one of the first services to be cut. It is so easy to eliminate such things as programs and marketing materials. But does it make sense to cut activities that help users connect to the library? When people feel a connection with something, their instinct is to protect it......When it comes to budget cutbacks, absence doesn't make the heart grow fonder -- it just make the library and easy target."
